	&lt;p&gt;Gaining the support of the law is expensive and slow, this allows these exploiters to operate with immunity.&lt;/p&gt;
	&lt;p&gt;Should all Expat businesses be avoided?  Should the Spanish government review these businesses?&lt;/p&gt;
	&lt;p&gt;Any thoughts?
